A serene village nestled among hills and valleys, Shuangjing Village was a picturesque and idyllic place until tragedy struck on December 13, 2023. The tranquil setting was shattered by a series of events that led to a devastating accident, claiming lives and causing injuries that shook the community to its core.

Spread across the 13th, 16th, and 17th communities of Chongshuangjing Village, the Shuangjing Village spoil site covered an area of 9.7927 hectares. Initially characterized by its hilly terrain, the village was home to houses, paddy fields, creeks, ponds, and woodlands. The varying elevations ranged from 200.60 meters in the lowest valley ground to 245 meters at the highest mountain top.

The unfolding of the tragedy began with a routine inspection on December 10, 2023. Jiang Moumou, the on-site supervisor of the spoil yard from Chongqing Longgen Construction Labor Service Co., Ltd., noticed an alarming discrepancy in the water levels of the mud pool and the slag retaining dam #1. Concerned that the water might overflow, a quick decision was made to raise the dam's height to prevent a potential disaster. Yin Moumou and Tang Moumou, along with labor workers, hurriedly worked to transfer waste to the slag dam, compacting it to reinforce the structure.

However, fate had other plans. On the fateful afternoon of December 13, 2023, ominous signs began to appear. White smoke emerged from the slag-retaining dam, accompanied by the sound of water gushing. In a matter of moments, disaster struck as the dam collapsed, unleashing a torrent of muddy water from the 1# mud pool. The cascading water triggered a chain reaction, leading to the collapse of the adjacent 2# slag dam and further devastation.

The aftermath of the accident was heartbreaking. Tang Moumou, a dedicated worker, lost his life in the line of duty, along with two villagers, Lin Moumou and Wang Moumou, both elderly residents of Shuangjing Village. Two others were injured, forever scarred by the tragedy that unfolded before their eyes.

Subsequent investigations revealed a cascade of failures that culminated in the catastrophic incident. The high moisture content of the accumulated muck, coupled with the unstable nature of the slag dam, proved to be the direct causes of the disaster. Furthermore, lapses in construction design, non-compliance with safety protocols, and inadequate monitoring exacerbated the situation, leading to a preventable catastrophe.

The report issued in the aftermath of the incident laid bare a web of negligence and oversight. Chongqing Longgen Construction Labor Service Co., Ltd., China Railway Tunnel Bureau Group Co., Ltd., Chongqing Railway (Group) Co., Ltd., Yubei District Urban Management Bureau, and other entities were held accountable for their respective failures in ensuring the safety and proper management of the spoil site.

As the shattered community mourned its losses and grappled with the repercussions of the disaster, questions lingered about the systemic flaws and regulatory gaps that allowed such a tragedy to occur.
